Roster Changes for 2007-2008 seasons
The adopted changes for 2007-2008 are posted here. These changes are final. Team commitments are due at the July 11th 2007 LCSL meeting. Please note roster limits before commiting teams.
Definition of Recreational League
A Recreational League meets the following criteria—it is an intra-club league in which:
(1) the use of tryouts, invitations, recruiting or any like process to roster player selectively to any team on the basis of talent or ability is prohibited;
(2) the club administering the league accept as participants in the league any and all eligible youths (subject to reasonable terms or registration);
(3) a system of rostering player is employed for the purpose of creating a fair or balanced distribution of player talent among all teams participating; and
(4) league rules require that each player play at least one-half (1/2) of each game except for reasons of injury, illness or discipline.
(5) players are not permitted to travel out of state for purposes of soccer play unless the team?s regular league is out-of-state, and proper permission has been obtained.
(6) the only tournaments permitted are recreational tournaments within the boundaries of Ohio North

Playoff Rules

LCSL Fees and Fines (06-07)
Fees for commitment of LCSL teams (July) (February)
U-7 and U-8 : $70
U-9 through U-12 : $105
U-13 and U-14: $125
Insurance fees to be paid for each player and each coach registration (August) (March)
$7.75 per person (OYSAN Recreational Player rate)
Fees to be paid by communities for player pass creation and lamination:
50 cents per pass ($1.00 for replacement passes)
Fines for late arrival of a team’s registration packet to the Registrar:
$5.00 per team per day
Fines for late additionals (to an established roster) of players or coaches:
$10.00 per add once the season has commenced
Fees for game changes and reschedules:
$5 per game change (regardless of reason)
The community that requests the change is charged the fee

FIFA Laws Of The Game
Please note that in the LCSL, the LCSL rules supercede the FIFA rules. The LCSL rules are based on the FIFA rules, but adapted for youth play.
Nevertheless, information on what is and what is not off-sides, for example, is universal. The FIFA information is an excellent resource in this regard.

listed below are the latest rules for the number of players and field sizes. Note the changes for U7 – U10.
U-14 11v11 maximum roster size 18 players ball size 5
U-13 11v11 maximum roster size 18 players ball size 5
U-12 8v8 maximum roster size 16 players ball size 4
U-11 8v8 maximum roster size 16 players ball size 4
Field dimensions will NOT change for these age groups.
U-10 6v6 maximum roster size 12 players ball size 4

League Handling Of Trapped U15 Players
As voted by the LCSL Community representatives and Board of Directors, the following format change was approved at the January LCSL meeting. The U14 co-ed division will now be classified as a U15/14 division. The U14/13 girls division will be classified as a U15/13 division. Any team in either of these divisions may have a maximum of (3) “trapped” U15 players on their roster. A “trapped” U15 player is defined as a player who is enrolled in middle school, but is age appropriate for U15 soccer, not U14 soccer, i.e. this season a player who turns 15 between between 8/1/07 and 7/31/08 and is enrolled in the 8th grade is classified as a “trapped” U15. This policy follows recommendations as set forth by OYSAN, as well as the current policy being followed by AASL.
